The fifth season American television spy drama Burning Notice aired on June 23, 2011 on cable channel USA Network. This season ends after the eighteenth episode of December 15, 2011.

Season summary

Six months after Vaughn's capture and NOC list taking, Michael has been working with the CIA to arrest, imprison, or execute everyone working for the organization that burned it. With only one high-level operation left, Michael, his boss Raines (Dylan Baker), and partner Max (Grant Show) attempted to extract the last spy, but he committed suicide rather than face the CIA. After returning to Miami before being restored, Michael fought with civilian life, constantly checking and re-examining inconsistencies in documents on Management.

In the fourth episode of "No Good Deed" season, Michael and Max work to steal a piece of stolen information and bring it back to the CIA. When Michael appears to de-brief, he finds Max bleeding on the floor, shot by what is likely a murder weapon next to him. Hearing gunfire, he grabs a gun and tries to chase the killer, who escapes unidentified. Michael covered his tracks, and the killer, before running away. Michael's suspicions about the killing of the assassination were confirmed when Sam found the newly opened ammunition box that matched the murder weapon in the car Michael used to go to the building. Destroying the weapon, Michael and his team run their own investigations parallel to Agent Dani Pearce (Lauren Stamile), principal investigator for the CIA.

Tracking them through the fraudster who used to play Michael, they discovered that a very complicated bomb was set up to kill him; the intricacies of the bombs took them to Romanian war criminals who created a bomb for an old friend, Tavian Korzha (Andrew Howard). Tracking Korzha to his warehouse, they glanced, but he ran away. Using data from Korzha's computer, they find a source of funds, which also allows them to try the ambush, which he anticipates and kidnaps Sam, demanding to meet with Michael. While he insisted only on that time and place, the NSA and FBI connections Jesse locked the island to meet, forcing him to stay. However, Michael, reentering his loft after the CIA extraction mission, met Agent Pearce, who had found evidence of Charger leaving Max's murder, sufficient evidence to convince him that Michael was a murderer, arrest him at gunpoint. Sam and Jesse intercept the CIA convoy, convincing Pearce to let Michael meet Korzha. While wearing a wire, Michael makes Korzha confess to the skeleton and murder, but Korzha kills himself to avoid further interrogation. Michael is free from punishment and debriefed.

After returning, Michael was kidnapped by Larry Sizemore (Tim Matheson), who also kidnapped DIA psychiatrist Anson Fullerton (Jere Burns). Using Anson as leverage, Larry forces Michael to help him enter the British consulate and steal information. While Michael's team was able to thwart Larry's plot and possibly kill him, the explosive using the chain-reacted with a series of other people, inadvertently made Fiona responsible for two other deaths. His confession was recorded by Fullerton, who was declared the last member of the organization that burned Michael. He claimed that the organization was started by him and the Management and their intentions were initially simple: getting burned spies to carry out dubious missions that would never pass through bureaucracy in intelligence agencies. Fullerton uses information about Fiona as leverage, forcing Michael to work under the organization once more.

The reason for Anson's intervention was to give Michael the task of traveling to Puerto Rico in search of a hacker who has developed software that will help Anson remove any known information the CIA may have about himself and his organization. While Michael removes the information after getting the required virus, he tries to find some of his own effects. The team managed to track Anson to a radio that was encrypted by the military. This brings the team to Benny, Madeline's girlfriend who is also an Anson spy. But Anson takes a step further and explodes Benny before they can find useful information. Anson then forced Jesse and Fiona to go to the Cayman Islands and take the money. Through Agent Harris, Sam then arranges to meet with the deputy director of the FBI, planning to bring down Anson. But the team needed to use Anson to help Beatriz, who gave Anson a chance to stop Sam. He gets a canceled meeting and Sam is investigated as a possible Russian agent by including him in a report that stops Russian spies from killing Beatriz. It was not long after Anson revealed to Michael that he had met, and acted as a psychiatrist for Michael's father, and because of his father's suspicion, caused a heart attack that killed Frank Westen.

Through files obtained through the Washington, D.C. law firm, Michael finds connections to the only "handler" Vaughn Anderson, who was with the Anson organization (and was held in the Season 4 final). Through Agent Pearce, Michael arranges a meeting with Vaughn at a prison camp, where he discovers the truth behind Fullerton's actions. Michael hopes that Anson might escape from the country after removing connections to the organization and taking his frozen money. But Vaughn assured Michael: using an existing infrastructure, Anson did not retire, but rebuilt the organization from the ground up, along with help from Michael Westen who did not want to.

When the CIA allowed Michael to run operations with the competent team, Anson took the opportunity to force Michael to set fire to the team and Pearce to provide the frontline of the cooperative for his new organization. While Fiona would not accept his freedom over them, Michael insisted that the situation could be redeemed without sacrificing Fiona. When Anson's mole on this team was discovered by Michael, he quickly improvised with plans to extract their targets and instruct Jesse to remove evidence of framing. When Michael returns home from the mission, however, he finds Fiona has left to surrender and wipe out Anson's influence over Michael. Michael arrived at the Federal Building just when Fiona was arrested.

The Grant Show appears as Max, a collaborator with the CIA, for three episodes. Lauren Stamile appeared in several episodes as Dani Pearce, another CIA agent who worked with Michael after Max's death. Matt Lauria plays Ethan, a soldier who was involved with the CIA, in one episode. While the role carries the possibility of recurring, he does not return. Dylan Baker returns as Raines, the previously unnamed man seen at the end of the fourth season. Matheson and Todd Stashwick's team return as "Dead" Larry Sizemore and Carmelo, while Paul Tei returns as Barry Burkowski, money launderer Michael. Seth Peterson appears as Michael's brother, Nate Westen. Jere Burns appeared in various episodes as Anson Fullerton, the man at the top of the organization that burned Michael. Robert Wisdom returns as Vaughn for one episode, while Ilza Rosario, who plays Beatriz in Burn Notice: The Fall of Sam Ax , makes one appearance in the series. Other guest stars include The Big Show, Dean Cain, Carpenter Charisma, David Dayan Fisher, James Frain, Kristanna Loken, J. C. MacKenzie, Eric Roberts, and Gavin Rossdale.
