Commander Samuel "Sam" Ax, USN (ret.) is a fictitious character in the television series Burning Notice and the TV movie Burn Notice: The fall of Sam Kapak , and played by Bruce Campbell. He is the best friend of the former spy star who burned Michael Westen, the main character in Burning Notice .

Chuck Finley made his first appearance on the third episode of the first season of Burning Notice, "Fight or Flight" as a character attorney for Cara Stagner, a waitress at a nightclub under Michael's attic.

Apparently, "Chuck Finley" was named after Sam Ax's frequent baseball pitcher and managed to bet, though this name was more widely known in baseball than the Oakland A team in the 1970s, owned by colorful Charlie Finley, and this may even be source name, because anyone in the Ax age group will know the man's reputation.

In an interview, Bruce Campbell has stated that Sam Ax uses Chuck Finley to convince people without dragging the character of Sam Ax, who has a past career as US Navy SEAL, on this issue.
